Since there are fine circuits near the motherboard mounting holes, it seems to be a warning not to scratch them during assembly. This marks the area where the case standoffs might scratch the board if they aren't properly aligned or removed when not needed. The black text below wasn't very visible, so it seems to be printed in white here. Also, the teardrop-shaped coating around the standoff locations—where many people make mistakes—is quite noticeable.
